The joint development of the future of our district continues!

A community meeting is a special occasion where the residents of the district can think together and express their opinions on our common issues. A community meeting is a form of participatory democracy: your voice really counts here, as participants can share their thoughts in a place where the future of the district is decided by the elected representatives.

The dates of the community meetings are:

September 27 (Saturday) – 9:00–18:00
October 11 (Saturday) – 9:00–18:00
October 12 (Sunday) – 9:00–15:00

Nearly five hundred people indicated that they would be happy to participate in the community meetings, and we selected the participants anonymously – in accordance with international methodologies. We paid attention to gender, age group and place of residence, so the participants provide a truly representative picture of the population of the 18th district.

The community meeting provides an opportunity for the opinions and experiences of those living in the district to be truly reflected in the district’s decisions, and for all participants to actively contribute to shaping our common future.

The joint development of the future of our district continues!

The essence of InnoK‘s work is that in urban development, numbers and people’s stories together paint an authentic picture. We are now putting this approach into practice in the 18th district.

What have we done so far?
  • Nearly 1,700 residents have completed our survey.
  • We have held focus groups in four neighborhoods, where more than 50 participants have shared their experiences and ideas.
  • This will be followed by community meetings, which focus on shared thinking and shared decision-making.

After analyzing the data and opinions collected, we have compiled a set of proposals that outline the main topics for the community meetings. This document will be the basis for a comprehensive development map for the district.

For us, urban research is not just about numbers, but also about residents actively shaping the future of their own environment. That is why we use a hybrid method in our research: we work by combining quantitative and qualitative tools to get a more complete and authentic picture of the needs and opportunities of the district.

During the application process, nearly five hundred people indicated that they would be willing to participate in the community meetings, and from them we selected the participants anonymously – and in accordance with international methodologies. When selecting, we took into account the gender, age group and place of residence of the applicants, so that the selected representatives of the community meeting would truly provide a representative picture of the entire population of the 18th district. This way, we could ensure that the diverse community of the district would have a voice in the discussions, and that the shared experiences and ideas would reflect the voice of the locals as best as possible.

The community meeting is an event that strengthens participatory democracy, where representatives of the population, with expert support, seek solutions to local issues in a joint learning and discussion process. Its goal is to build trust, think together, and formulate proposals that truly take into account the community’s perspectives.

We are particularly proud that the 18th district is the fifth settlement in Hungary, and the first district in Budapest, to organize such an event.

Qualitative – Focus Group – Research

On September 10, 2025, Pestszentlőrinc was in focus, on September 11, for the first time in the life of our district, Havanna, on September 17, Pestszentimre, and on September 18, the Expressway Area was in focus. A total of 50 people participated in the four district focus groups, the discussions took place in a good atmosphere, and many valuable thoughts, experiences, and suggestions emerged. The participants spoke openly about everyday difficulties, but at the same time, many positive examples and community initiatives also emerged. Although each district has its own characteristics, the importance of community spaces, the need to strengthen local cooperation, and the desire to improve the environment emerged as a common message. Building on these, we will be able to shape the future of the XVIII. district together.

Quantitative – Questionnaire – Research
The Local Government of the 18th District is working to make our district as livable, greener and friendlier as possible. But this can only be achieved if we jointly figure out and discuss what our beloved district should be like. Because developments are worth nothing if they do not serve the interests of the people who live here. That is why we are asking the residents of the district. That is why we are starting community planning. As the first step in this community planning, the local government is addressing you, the member of our district community, with this questionnaire. We are curious about your opinions and experiences. We will select the topics for the community meetings based on your answers and those of the people living in the district.
Share your opinion with us! The survey takes about 10 minutes to complete. The survey first asks for your opinion on general district issues. Then we ask for your answers to some specific questions.

EUI Athens – Cooling Havens

Budapest's 18th district has joined the international cooperation as a Transfer Partner of the European Union project Cooling Havens, which aims to mitigate the effects of urban heatwaves with innovative and community-led solutions.
InnoK's role in the project is multifaceted: on the one hand, we researched and initiated the possibilities of cooperation, and on the other hand, we prepared the application on behalf of the 18th District of Budapest. The Transfer Partner project is also managed by InnoK, but strategic and professional management is always the direct task and responsibility of the 18th District Municipality.
The partnership will provide us with good practices that will help us develop nature-based responses to the challenges of extreme summer heat and lack of green spaces, tailored to our own district environment. The program focuses on, for example, the development of shaded and water-cooled public spaces and the active involvement of the population in climate adaptation efforts. Our goal is to introduce tools and community processes in the district, inspired by the examples in Athens, that support local climate responses and contribute to the creation of more livable, cooler and greener public spaces together with the population.

Rehabilitating the Üllői Road

Suiting the main road of our district, the Üllői Road section into the new urban development concept of the 18th district.
The Üllői Road connects Ferihegy Airport and the city center, it covers 5 districts (8th, 9th, 10th, and 18th, 19th), 15 km long.
This section of the road crosses the Pestszentlőrinc region in the length of 6 kilometres, in the east-west direction, so its most important route is, in fact, the main road of our district.
As the main road of our district, it is the most important route of Pestszentlőrinc, making its appearance as a settlement image is of paramount importance. The defining elements of this image are the proportion of areas used by pedestrians and reserved for public transport vehicles (e.g. trams), along with their coverage and quality, which are key elements in the appearance of a public space. The presence or absence of green spaces is crucial, but providing the proper public lighting and the placement of public lights and signs is also an important part of the street scene. The aim with the rehabilitation of the main road of the district is to create a part of the city that has a freer, more creative and attractive enviroment, with its urban experiences.
InnoK Knowledge Management Institute Nonprofit Ltd. is responsible for the creation of the new urban development concept as a business entity indirectly owned by the Municipality. At the same time, Városrehabilitáció18 Nonprofit Zrt. is responsible for the implementation of the development within the framework of transparent operation.

Városrehabilitáció18 Nonprofit Zrt., as a business entity indirectly owned by the Municipality, is responsible for the creation and implementation of the new urban development concept within the framework of transparent operation.
InnoK, as a research and development workshop, innovation and knowledge management center, supports the implementation of the concept. Among other things, the Main Street of Our District concept will be presented at the economic and real estate development conference to be held on February 17, 2022, during which not only the Industrial Branch of the Budapest Chamber of Industry and Commerce and Városrehabilitation18 Nonprofit Zrt., but also the local SME sector and local civil society will cooperate.
